Mujib never wanted secession rather greater autonomy for East Pakistan to ensure economic emancipation. In the speech he is talking about "Mukti" in terms of economic freedom within the framework of Pakistan. Unfortunately the Pakistan army never wanted to give state power to a Bengali (purely based on racist views).
