The ones saying Ministry sounds bad now sound like kiddies trying to be some kind of music snobs who defend their little genre all guns blazing whenever they get a chance to whine about it. Last albums from Ministry sounds great to me, if different from the earlier which also sound great to me. I don't listen to much else since I passed 30 and got a bit picky. Most of my EBM/Industry/synthpop/whatever music sounds cheap and crude while Al stil delivers.
to answer noizymes' question, the fence started in the early 80's when they were almost total electronic/techno. So he brought it back for the final tour
I believe Ministry used a fence as a stage prop during the "Mind is..." tour in 1989 - 1990. The fence became popular amongst fans and, thus, in light of Ministry's final tour, the band "revived" the fence concept. Fan demand could have played an influence in that decision.

Without closer fan-band interaction, the fence seems like a lame prop in my opinion.
