This is only partially correct. If the federal government passes a law not pursuant to it's powers in the Constitution, i.e. not found in Article 1 Section 8, it has no authority for such a law and therefore it is reserved to the states or the people per the 10th Amendment. In other words, federal law ONLY trumps state law when such federal law is Constitutional. (Mack, Printz v. US, McCulloch v. Maryland, Marbury v. Madision, et. al)
