ZoomIt - This video is a quick demo (in HD 1280x720!) of a tiny little freeware program called ZoomIt (there is no audio in this video).
Unlike the standard WIndows magnifier, ZoomIt lets you zoom the entire screen in, and make annotations to the screen - arrows, boxes, lines, freehand, and text.
The zooming and panning is pretty smooth - the faster your system the smoother it will be. It looks a bit clunky in this video due to the screen capture software slowing it down. Also, on my system there seems to be a small bug - after making four annotations, it freezes the display, but hitting escape still exits the program. Other than that it seems very stable.

CANSOMBODY HELP ME? i cant delete zoom it, cause i cant shut it off, and its not a virus so antivirus wont work, theres no uninstall, SOMBODY TELL ME HOW TO DELETE IT!

Are you on Windows XP or Vista? I've tested it on XP and Vista, and when I press cntrl+3 I get a white screen with a countdown timer in the middle.
Perhaps you changed the countdown preferences?
Also, I'm not clear what you mean by your question "how do you start videos?". ZoomIt is for zooming in on your PC screen, not starting videos.
