Oh and let us not forget Dee Dee from Dexter's Lab. While I like the character, you have to admit she is uber annoying! Poor Dexter. Between Dee Dee and his rival, Mandark he can't get any peace. The Big Red Guy from Cow and Chicken is also annoying.

In no particular order:

Poof from Fairly Oddparents, the smurfs, Mandark, Hoof and Mouth from Darkwing Duck (interestingly enough these guys have the same voice actor as Mandark), Cheese from Foster's, Fred Fredburger from Grim Adventures of Billy and Mandy, Spongebob especially in the newer episodes, Scrappy Doo (he's too annoying for words), Mojo jo jo (repeats everything), Princess from PPGs (for being an uber brat that never shuts up), Kitten from Teen Titans (Same problem as Princess)
