Some might say that experience is interpretation, that a perceptive stream is an idea believed.

Spinoza would say that since volition (will) and intellect are the same (two modes of the same reality qua god) then one cannot actually understand/have a thought without believing it--for however brief a time that may be. Descartes would say that the essence of the understanding is to hold an idea up in a kind of neutral limbo for subsequent judgment (true/false). Spinoza's view is that we necessarily believe everything and only SOMETIMES reject ideas. So in the widest sense, I can agree.
