and when it explodes, the camera footage shows that the explosion shot the helmet into the building, and into the tv monitor

Don't blame me for this, but I think it's half true. A second before the RECON helmet is shown, you can see the Engineer revealing his bombs, probaly wanted to kill Buck. I can also diagree with what I just wrote though, because Engineers don't kill humans, but since they're the Covenant's prisoners...
Now, I know this may sound stupid, but that thing on the Engineers' heads, it might be used to control the Engineers in the hands of the Covenant.
