No you have to shift at the same RPM in all gears. So between 2 and 3 in all gears. Under normal acceleration.
If you want to accelerate quicker you give it more throttle and wait to shift until the RPM needle hits 4 or 5. If you want to overtake, or get onto the highway where you will want to get up to speed quickly.
