I got it randomly after getting my ass handed to me very, very hard in Normal Loop 2. I think it's supposed to be a sort of "Hey, you're sucking, here's something that might make things easier for you" kinda deal, like how Devil May Cry automatically tones things down a little as you die more and more.
I felt like the game was making fun of me when I unlocked it. :(
