They are unable to breath when you do that. You should not do it. It may seem funny to you but to them it's not so funny. It kind of scares them. and they lose their breath. Kind of like if you were forcibly held under water for a time.

my little brother used to react out of fascination and suprise when i blew on his face. it was strange when he grew out of it- almost overnight

I've noticed that blowing it in her face isn't as effective as blowing on her forehead. Anyway, she's always made pretty much the same face at first but now she get's a big smile afterward. Only God can judge. Open your eyes before you open your mouth. Don't use profanity.
