He probably didn't know Gosling was the man he was suppose to look for until Gosling started to attack him. But also its questionable how long the kissing occurred because of how dreamy and methodical it looked.

WHY did the guy wait so long? Why didn't he try to shoot Gosling right when he stepped in the elevator?
