It will handle some rough water pretty well. Not sure if by "Offshore" you mean in the ocean? You'd be on your own on that one. ;-)

300 dollars for this is an awful lot you could buy a hull and make one for $150 or less

You haven't seen the quality of this boat so you have no idea. Go build your own. Try to buy a brushless motor and speed controller and water jacket and all the hardware and a hull for $150 unless it's total junk. Have fun!
