Yes it is. It was a well documented flaw of the FX5800 Ultra back in the day. There isn't a review from back then that doesn't comment negatively on all the fan noise. They completely overhauled the fan when the FX5800 was replaced by the FX5900 so it would be less noisy.

No i think its a little bit over 6000 RPM but i wonder myself, i have a FX 5800 non ultra and this card is like the fan goes 10k RPM :D
