Because Beck is distributed by XL Recordings in the UK and XL lets the artist do what ever they want to, and in the rest of the world he is distributed by Interscope Records, so for some reason interscope didn't want to release it or Beck didn't want it release in the rest of the world. I would guess it was on interscope's end that the tracks didn't get released in the rest of the world.
