Typhoon Cosme: Responding to a Disaster and Health Emergencies - Dagupan City Government

"Preparedness in the face of opportunity is called luck"

A little less than ten years after Dagupan City was ravaged by Typhoon Gading, Typhoon Cosme, the third typhoon to enter the Philippine area of responsibility this year, more destructive than many typhoons that occurred in recent years, caused widespread havoc and damages to the city of Dagupan on the afternoon and into the night of May 17, 2008. It's devastating strength was surprisingly unexpected although it was forecasted to landfall along the Lingayen gulf area.

The morning after: May 18 (Sunday)

4 deaths that include 3 children and scores of Dagupeños injured, citywide power outage, waterless faucets, communications down, fallen trees and electric poles blocking national city and barangay roads, debris of GI sheets, house materials, wires, branches of trees, houses, schools and government and private buildings with damaged and without roofs, fallen signages and crumpled billboard frames was the sight that every Dagupeño will remember.

The Health Emergency Response:

Mayor Alipio F. Fernandez, Jr. CDCC Chairman rattled of several directives to the City Health Office -- deployment of medical response teams to all 31 barangays clustered into 4 areas, (north, south, east and western barangays), inventory, emergency purchase and stockpiling of essential pharmaceuticals/medicines and address drinking water concerns.

    Then y is our neighbors child who got hit on the head by a faling heavy piece of wood while their whole house roof was taken away by that very strong blast of wind, never received at least a half piece of biogesic? my neighbor barely has no money that time so she beg for a 100 pesos with the brgy captain for d child to be tken to a clinic, and those "DSDWD" persons they say wll giv assistance who intrviewed my neighbor nver came back w/ at least a pack of noodles.
