Also, when is this played? The original which is 2:07 long only plays when I fight the angels directly outside of the headquarters of the Order of the Sword. I can't remember hearing this one.

Having angels/ half angels as the good protagonist characters would be stereotypical and boring, don't you think?
Besides those angels you see in the game aren't really angels. They're more of demons in angelic armors, created from fragments of Nelo Angelo's soul. Even His Holiness Sanctus is obsessed with Sparda, the Legendary Dark Knight.
It's not about angels vs good demons here. It's good demons vs evil demons.
And I like how Capcom is taking the story.
