This line is explained on the commentary track of the FYEO DVD. It's a reference suggested by Cubby Broccolli.

I'm told it's a reference to mobsters bribing police detectives close to retirement by setting them up in delis, yes, in stainless steel.
It doesn't make the line any better though.
I like the sequence up until that point and "All right, keep your hair on."

@jksonny John Glen was the editor of OHMSS. He wanted to remind us of that one, so the pre-title had something to remind us: Teresa's grave and partly-paralised Blofeld. Later in the film we have ski scenes, a beach fight, an outlaw (with a mustache) co-operating with Bond, a battle on a mountain top, a gambling girl - very much like in OHMSS (only this time there was an actor playing Bond).

The line was originally Blofeld commenting on it being a decade since he and Bond last met. It got cut because it would clearly identify 'bald man with cat' as Blofeld, considering that Blofeld and Bond last met in Diamonds Are Forever: a decade before For Your Eyes Only.
The studio making this were not given permission to use the name Blofeld, which is why he is never named.

@dangale I never thought of that but it would definitely have worked better. Then again, a dream sequence like that would have led the audience to believe that Blofeld would turn up later so it still would not fit FYEO. Maybe if they had kept SPECTRE as the villain in TSWLM, it could have been used there. We'll never know.
And I agree about the music. FYEO has some of the best music of the series. Even the gunbarrel theme is excellent.
BTW, this horible line was not in the screenplay. Someone made it up on the spot.
The real mystery is why this entire sequence is in the movie at all. The rest of FYEO is very serious and gritty (or as gritty as Roger Moore can be). This intro seems better suited for Moonraker or TMWTGG.

You're right. Raymond Benson suggests it might have worked better as a dream sequence. If it had worked toward a nasty end and Bond suddenly woke up sweating, cue titles. It's an uplifting scene, though, and the music is awesome!

Thank you Cudak. This makes even more sense than the previous explanation. I'm sure between these two answers, this odd line has been explained. It's odd why the promise was so cryptic. Why not "I'll buy you a posh house lined with diamond doorways?". Or "Please - I'm sorry I shot your wife!"

This line was mentioned in Cubby's autobiography WHEN THE SNOW MELTS. It refers to Italian mafia members offering this as a bribe to get something in exchange. A delicatessen in stainless steel

But it now begs the question - why would ANYONE, even mobsters, want a delicatessen in stainless steel? :0S
