@ABW941 , yes she would. If she just had a cybernetic arm attached to her skeleton without inhancements. She might be able to crush stuff, she might be able to lift a few hundred pounds but her normal skeleton would give out before her cyber arm does. Have you ever read the Ghost in the shell manga? Shirow goes rather indepth intho explain it all in there how a normal body would work with cybernetic prostetics
