It's NOT a bug... it's designed to prevent players from wasting arrows by shooting them too fast...
Enemies, like players, can only get hurt at a set rate, so arrows fired faster than you can hurt them would normally be wasted.
Trust me, allot of beta fixes will look like bugs if you're used to the older way.
Like the ladderfix, which people complain about :)
