NYPD 44th PCT - Sept 1989 - 3 Wheel Scooter

Here I am jumping in a 3-wheel Cushman 3-speed scooter, on Walton Ave, outside of the Bronx Supreme Court, back in early September 1989. Pete MacIntosh and Kieran O'Hagan (Bronx Court Officers) are in the picture as I buzz up and down the street, showing off the scooter of the day (I had my hat on, a rarity in the NYPD in the Bronx)

Of course, Oscar had to zero in on an alternate lifestyles couple that was passing by.

Hi - could you tell me why the NYPD uses these scooters for? I saw some the last time I was in New York and I don't see why they would be used instead of a patrol car for example. Thanks.
