    He obviously didn't need to purchase a ride-on lawn mower; his yard is not that big. I'm guessing that he saved up the CT money over the fifteen years, through regular shopping (buying things he needed), and not deliberately spending money there just to collect CT bills. He set a goal, and achieved it, good for him
