The British Mandate of Palestine included present-day Israel, Gaza, the West Bank, and Jordan. The "palestinians" who fled did so after being urged to in order to avoid getting mixed up in the coming invasion and war and were promised inheritance of Jewish property. This "Palestinian" movement didn't start until decades later.
