There's an apparent issue with the simulation whenever another car is near. Fraps faithfully captured the problem. Core i5 2.66GHz, 4GB RAM, Radeon 5700HD @ 1920x1080, game set to ultra low graphics setting, 8xAA, vsync on.
Turn your soundcard to software from rapture and change your Replay.pbf to read only (C:\ProgramData\Codemasters\FormulaOne2011\DataCache\Username\replay)
and it should fix it. You might have to turn off hide folders
@tomfurstyfield I had forgotten about that replay writing bug from F1 2010. I was able to mklink the replay file to my drive D: and it solved the issue. Ironically, my game is already installed on D: because my system drive is an SSD that's not big enough to hold my Steam folder. So I actually linked the replay file *back* to the drive the game is on... but it worked. Also, I was already using software sound rendering as rapture has always caused a huge delay between sound and video for me.
