Belize is as corrupt and crooked as a snake . The lands department has not done its surveys correctly since 1958 and they often sell land to you which is in part or fully owned already . They will bribe you for any service or make you wait for months .Later they will tell you its lost or that they dont remember you.
Residence should take 1 year but I waited 7 and finally left disillusioned with nothing to show . Some have waited 13 years.
