Depends on from where you are. In the german version this minigame was cut out. Along with all the blood and stuff.
This game was the reason I put in a chip in my PS one so I can play the NTSC version of the game.

you have to beat it with a cirtain rank/
i beleive the ranks are : A,B,C,D, and F
some unlock weapons and costumes
however one unlocks the mercinaries game. i beleive rank A does this. :] good luck
