On reviewing your comment it appears he is cking there is no cartridge in the barrel and cking the safety position, he prevents the hammer from cocking by covering it with his thumb. I see nothing wrong with this?

I love how the cop totally finger-fucks that piece around 4:50. Idiot cops need to be more careful and train on how to use more than just their service pistol. He puts his fucking finger on the trigger for christs sake, and its obvious hes not familiar with that model of gun. Not to mention he muzzle-sweeps the owner's leg. Doesn't matter if it's unloaded, you don't do any of that shit. California cops = ignorant.
