They're disguising themselves as kogals for anyone who didn't know. xD It's a Japanese fashion trend. There are vast variations, but kogals (under the "gyaru" or "gal" umbrella) generally have tanned skin, styled blonde hair, and distinctive make up.

Pokémon war damals schon echt 'nen Brüller wert. Schade schade dass BW in keinster Weise mehr an früher erinnert. :(
