I saw Accept and Saxon in Dallas at the old Bronco Bowl Theater (r.i.p.) when this song was new and rockin' the airwaves (Q102! KZEW!). The whole Balls to the Wall album is great from start to finish!

@SixStringSlaughter37 Your description is confusing.
The balls are acting under the effect of centrifugal force, created by rotation, not creating it.
This did NOT "create more power", it limited or "governed" it.
When the hinged lever arms went to horizontal (with the balls pointing to the wall) that was as fast as the engine would be allowed to run. Do an image search for "centrifugal governor steam engine".

@SixStringSlaughter37 The trem also was used very much as military term for pushing maximum G-Forces in a jetfighter aircraft, as in pushing the ball of a throttle as high up as it will go (virtually touching the wall of the dashboard).
In my daysit was what cops said 2 you when u were being rousted & searched; face and front of your body "up against the wall!", or "balls to the wall!".
As u said, it originated from the balls in a steam engine's governor.

@SixStringSlaughter37 When the centrifugal force cause the balls to swing outward they limited the power (was already running at max RPM) to prevent over speed damage to the equipment. This was done by dumping/limiting oil pressure via a poppet valve connected to a mechanism that rose and fell with the movement of the balls.
