Whatever country you live in will have what's known as the national debt. This is a interest based debt lent to your government by a consortium of private bankers, i.e. the federal reserve or bank of England. It doesn't have to be this way. Any government can print their own interest free money and rid all debt forever. Now why wouldn't they want to do that? think about it.
