H.R. 1388 the G.I.V.E Act. A house resolution that creates a civilian national security brigade. Specifically targeting disadvantaged youth in order to make them an active participant in advocating blind nationalism. Similar to the Hitler youth in Nazi Germany.

In HR 1388 a commission will be created to design a "fair and reasonable" mandatory service plan. So yes, this bill itself will not mandate anything but instead create a commission to design a plan that will mandate volunteer service.

mandated volunteer service? isnt that an oxymoron? manditory volunteer service yes sir its an oxymoron! if you want to volunteer for something then do it, do not pass a law that mandates that, and yes if you create a civilian force then they dont have to protect the constitution, arent covered by posse commitiatus, and answer to the president (whoever that may be) you create a praetorian guard, or a shultzen staffel (SS) type element...great call all you obamaoids!
