While I disagree with some of the things you've said about Cars 2, I do respect your opinions. For me, as a standalone movie, Cars 2 was a flawed film but I still enjoyed watching it. As a Pixar movie, I thought it was really bad.
And on character development in TS3 and this movie: I think that was really avoided since the characters are so defined already. Considering the back seat that most of the main characters of Cars 2 took, that was probably for the best to keep them as we know them.
