Actually, forget my previous comment. I just checked my old save; I hadn't been to Feros yet, but I had alredy rescued Liara. I guess you must have completed one of the first three planets for this to happen, but it doesn't necessarily have to be Feros

I actually managed to get this conversation bfore going to Feros. I simply started doing loads of side-quests, and it jus happened
