If he (and the thousands of dim-witted Used-up Skanks and Americunts who become single moms who whore and procreate irresponsibly) want to promote fatherhood, then please get rid of the laws that automatically award custody and maintenance laws. Women can divorce on the grounds of not being happy, yet get rewarded for doing so.
