just open my computer, then open C: then open the WINDOWS folder... click on a folder called system32 and delete it

lol dude vista is a version of windows! Microsoft made windows bro. LOLs and that is vista just with the classic theme enabled by the user/host. Aero is obviously disabled because his computer was running slow due to it, on a high spec machine you wont encounter that problem.

When I attempt to run 'regedit' a window opens up with a black background and then it disappears. Nothing else happens.

Hmm, well that's weird. Try rebooting your pc or running some virus scans. If all else fails, just google search your problem. The internets are your friends. :)
