Nah he is telling the truth. Lower pressure lowers boiling points. That is why if you are diving, you can't accelerate to the surface too fast because the nitrogen in your blood will actually bubble inside your blood from the rapid decrease in pressure. That nitrogen "boiling" in your blood is probably something you've heard of, refered to as "The Bends" by divers.
