Accidents happen everywhere, now imagine that this was a nuclear plant. If something goes wrong in a wind turbine nobody gets harmed, but if a nuclear plant explodes millions of people are poisoned. Thumbs up for wind turbines.

Why do they lock them? Wouldn't more wind speed equal more power?

To be fair this is like the worst case scenario of wind power. Compare to Fukushima, now choose which one you want for your local power plant.
