These phenomena, such as a figure in ghosts town and this creature in Shady Creek is possible to see only in a thunderstorm?

I am really impressed and it is normal that I tried to go in Shady Creeks and check it by myself, that I did, but find out nothing there.

Most myths seem to 'spawn' during fog or rain. I do not know if this is a coincidence or planned by Rockstar, but it appears to almost always happen.
