Reina, is running into Raikou and Entei just pure luck, or is there actually some strategy for finding them more often, or maybe a patch of grass that I could walk on to see them more? I've only seen them both one time. And also, do I need to have them caught before I go to the Pokemon League?

Just take a look at the video response I added to this video for the (what I think) is the quickest way to get them. As for when to catch them, you don't need to get them before the league but you can get them anytime after seein' them in the burnt tower.

I just ran into Raikou a few seconds ago... even before I attacked with my level 27 Tentacool, the Raikou fled... Is there a way for me to attack first before it flees, or do I need to get an item first or do something(I've got the Clear Bell, though...)?

To attack it, you simply need a faster pokemon thatn it (or or with a move that'll go before it flees, like quick attack). Try attackin' it with a lvl. 40 - 50 golbat or somethin'.

OH WOW. I'm pretty sure I had the same amount of Pokeballs when I first fought Suicune seven or eight years ago. A few Ultraballs, a few Pokeballs, some Apricorn Ball and a lot of Great Balls. After going through EVERYTHING but a couple Pokeballs I caught it! Me and my best friend danced around the room with joy! Ah, memories...

just to let you know, this is why it helps to not have Pokemon have all attacks. if you put an effect on a Pokemon it's easier to catch.

crobat works wonders. lvl 30 crobat is faster then raikou suicune AND entei on my silver (when i had it ¬.¬)
