The parks are still closed by the city, with the assistance of the police and a lot of fencing.
This is what our Portland downtown parks look like, when you start asking why, it doesn't add up.

This video is a look at a few parks in Portland who all have a grass/lawn problem in the middle of winter. and the fences that keep the people out.
Two of these (4) parks [Chapman & Lownsdale] are still blocked from public access.
One par [Terry Schrunk] a lawsuit was used to open the fensces and allow the peole to return.

buildings will probably be going up in those parks ... private property in public area.
reminds me of larry silverstein getting the wtc buildings six weeks before 9/11/01.
