These child sex rings use subversive harassment tactics against not only witnesses, but sometimes against police who investigate them, which is why the police often don't want to get involved.
What I did, was I wrote 12 or 13 new laws to prevent all forms of subversive harassment. Once implemented into real law, they will allow all of these criminal mafia organizations to be easily shut down :)
