What it means is the EU subsidises its farmers who then overproduce and dump the surplus on the Western Sahara. OK if the famine is temporary but bad for the Western Sahara & EU if it is continued . & the subsidies in EU are not temporary.

Mr Fawkes you are a pygmy on geopolitcis. Without the CAp we would starve, and be under threat form anyone who wanted to starve the conteintent.
