Specifically set out hijacking of planes slamming them into buildings consistent with surveillance of federal buildings in New York City. France and the Philippines uncovered plots to fly planes into the Eiffel Tower and WTC and Pentagon and there were FBI memos and trial testimony that bin laden was planning hijacking.
