Who wants to be elector?

Do you know that a foreigner voted for the italian parliament?
Here it is!
The italians living abroad voted for the election of the Parliament by mail.
It means that they receive and envelope with the balotts and the have to vote them at home. Finally they send them back to the embassy.
Such a procedure it absolutelly not constitutional, because the vote is not secret (neither personal...).
In this video I prove that even a non-italian citizen can vote for the italian parliament, and everybody knows what he voted.
