I highly doubt if that was why. The reason is most likely that after the Arizona Memorial was erected over the ship, the Navy probably thought that was good enough. Look at the lack of historical knowledge Americans have. We don't look back enough to see the future. I don't know why the Twin Towers are taking so long to be built or a really special memorial for 9/11. "Those who forget the past are condemned to repeat it." As true today as then and true in 100 years as today. Man never learns.
Because Oklahoma was Indian Territory. At the time, Indians were called the "vanishing America." Many people wanted the Indian cultures wiped out. That's my theory. Oklahoma had the highest population of Indians, so that would explain why a memorial was never built. That is the only explanation I can think of.
It's sad to think it took so long to remember a ship that had some of the most horrific deaths of the attack. HOW could they not make a memorial for the OKLAHOMA? HOW?

My Grandfather was a Pearl Harbor survivor. He was stationed on the Oklahoma. I wish had lived long enough to see the memorial.

i just returned from hawai'i two days ago and had the pleasure of visiting the uss oklahoma memorial.
