I think they mean that anyone willing to spend the TIME to master Illustrator can then create professional-looking results.

I'm not a professional graphics designer by any means, but I know enough about Illustrator to be able to achieve some rather good results.

Ah, the good old days, before Adobe made a zillion different versions of their stuff and got into suites and bundles and LE versions and God-only-knows-what. Marketing people have a way of destroying everything they touch.
