Colonel Lemuel Q. Stoopnagle and his partner Budd Hulick star in the 1933 Educational pictures short "The Inventors". Sorry for my shaky camera, this is a not so great print recorded off TV from a VHS tape, but it's really rare, better this than nothing at all! And remember Stoopnocracy is peachy!
They also appeared in the film "International House" (1933), with WC Fields, George Burns and Gracie Allen - and Bela Lugosi.

Frederick Chase Taylor {"Colonel Lemuel Q. Stoopnagle"} and Wilbur "Budd" Hulick were teamed on the radio in several offbeat comedy series from 1931 through 1937, and appeared in several films as well; this was a 1933 short filmed in New York. Incidentally the same opening title music was used in The Ritz Brothers' 1934 Educational short, "Hotel Anchovy".
