if you watch this film ignoring propaganda, it says:

1. The kurds, at least the armed Peshmerga, did shoot against "their own" army.

2. So the quote "I kill them all" means defense - when in mind that armed rebels in the mountains easily can treath  an army.

3. The armed surley will recruit young kurdish men by force - so that evacuating the whole population, which is not nice at all, but at least avoids future killings on both sides in war, when not done.
