@iamverizon a few years ago, on my old comp, i seen a second arrow floating over a file i never made. when my curser started to move towards the file with the second arrow, the arrow then shoots to the left and goes off screen. after a min the file just up and automatically deletes itself. 8 hrs later i see it again shooting across the screen. do you know of anyway to tell if someone else is using your computer the same time you are?

That IP address was a ghost ip. It wasn't his.. it belongs to no-ip.com.
Secondly, doing a traceroute + geolocation on someone reveals very little about where they are (in these situations). Google only points you to a designated area when you do a general search for a city/zip code. It won't tell you where this IP ACTUALLY goes to.
In short, unless you have some legal justification for catching this person.. your SOL. Sorry .

First off... let me start by telling you that the information you had is useless at this point. The only way to do anything about it.. is to do it right then. Most people (that hack) have dynamic ip addresses or use proxy servers. They used a proxy like server. The no-ip.com is a site that allows a person to utilize an IP address from a server set up by the no-ip.com. Long story short, this would be impossible (legally + without a subpoena) to determine who it was.
