Films By VINNIE M. On June 9, 2010 Jeff Mancinelli Robbed a PNC Bank in New Castle, Delaware. According to Intel resorces he was immidiately taken to the Gander Hill Prison aka Howard Johnsons' where he was booked then assulted by guards and thrown into isolation where he remains.
Jeff has a mental handicap which incendently played a roll in his criminal behaviour. Jeff is not new to the Delaware Judicial system which fails to address, acknowlege or treat mental disabilities they rather throw the mentally disturbed into a 6'x12" jail cell in lack of any mental capacity counsling only to get released to do it again or maybe worse, and this is at the expense of all tax payers. Let it be known that Jeff is no innocent angel and he should be partly responsible for his actions however we must take into account that the State continually fails to evaluate and treat the mentally disturbed infact there can be no doubt that this crime would have ever occured if he was [previously] court ordered to undergo treatment at the states Psychiatric Hospital.
After Jeff left the bank he raced home in which he felt was his comfort zone, but ask yourself if you just robbed a bank would you go back home to watch TV ? Delaware admittedly confessed that there Mental Institution is under funded and therefore they are left with no choice but to send there patients to JAIL without any treatment.
Ok, so the question is what should happen to Jeff, Do we balme the state for neglecting to acknowledge his medical disability. Or do we hold him 100% accountable and jail him ?.

I am confident that if you personally knew Jeff you would agree that he's not a bad guy after all.
Did I mention Jeff suffers with "ADA" (without treatment).
The Judge gave him 3 1/2 years in a Gander Hill State Prison.
