the Excalibur class starship was introduced in 2371 after the battle with the borg in sector 001 so by 2435 they would have the Universe class starship, first proposed in 2412 as a Federation War ship, but no vessel was needed at this time so the project wasn't considered and put into working action till 2430 after an ancient alien race came from outside the galaxy

Uh isn't the Scimitar class ships far more advanced than the Excaliburs? That is they're the next generation after the current TNG ships.
